TOWNSHIP MANAGER position available
The New Garden Township Board of Supervisors announces that it is currently seeking
an experienced professional for the vacant position of Township Manager.
The Board of Supervisors is anxious to fill the position, but will proceed with a
widespread recruiting effort and a deliberate process to find a range of knowledgeable and qualified candidates.
Local Government Management Services, LLC of North Wales, PA has been retained to assist the township in
recruiting and selecting a new manager. Applications are currently being accepted and will continue to be accepted
until March 15, 2010. Applicants are urged to submit their applications promptly.
Salary: Expected to be in the range of $90,000 to $110,000. Final salary will depend directly on
qualifications and experience, but will be competitive with area communities.
The position requires a minimum bachelor’s degree in public or business administration, or related field and 5
years experience in local government administration with demonstrated supervisory experience. While a master’s
degree is preferred, the Board will also consider additional experience to offset educational requirements.
The Manager will be selected on the basis of managerial and administrative qualifications. There will be no
residency requirement, although the candidate is expected to live in close proximity to the township after appointment.
The Manager is the chief administrative officer of the township and is responsible to the 5 member Board of Supervisors
for the execution of all policies established by it and for the administration of all affairs of the township. Each
member is elected at-large for a six year term with one or two positions up for re-election every two years during
the Pennsylvania municipal election years. New Garden is a council-manager community that operates under the Second
Class Township Code of Pennsylvania.
Experience in a community of this size with a capable and experienced staff is desired. Improving communications
overall will be a priority for the new manager as well as concentrating on park development, open space, grants and
infrastructure improvements. The successful candidate will have excellent people skills, and be actively involved in
the community and in bringing people together for the common good. He/she will also have a varied background in
municipal operations and be able to carry out key policy initiatives with competence. Balancing competing
residential and commercial growth issues in this historically agricultural community will be an important challenge.
Leading long-range planning activities will be a priority.
New Garden Township, is a pleasant rural-suburban community located in the southern end of beautiful Chester County.
The township has experienced much growth in the last two decades. The population increased by 67 percent from 5,430
in 1990 to 9,083 in 2000, and now has an estimated population of 12,000 to 13,000. Residential and commercial growth
pressures continue to exist for this traditionally rural community. It is located approximately 25 miles west of
Philadelphia, 12 miles north of Wilmington, Delaware, and 60 miles from Baltimore, Maryland.
Residents enjoy excellent quality education in the Kennett Square Consolidated School District.
The township has a $8.25 million budget for all funds. There are currently 27 full time and 2 part time employees
(including 11 full-time and 1 part-time police officers).
The Township operates a sanitary sewer system with two treatment facilities. The Township also owns and operates a
general aviation airport with a 3,700 ft. runway and 100+ hangar spaces.
